How Treated Water Is Becoming a Strategic Resource for Saudi Arabia

For years, treated water reuse in Saudi Arabia has been supported by important progress in treatment, compliance, and environmental protection. These efforts have strengthened the foundations of the Kingdom’s water system and supported a wider national ambition: to manage water resources more sustainably, efficiently, and productively.

Today, the conversation is advancing further.

As highlighted during Saudi Arabia Week 2026, the Kingdom is increasingly looking beyond treatment alone to ask a broader question: how can treated water create greater value for the economy, society, and the environment?

This is an important shift. It means that treated water is no longer simply an environmental outcome. Instead, it is becoming an economic resource – one that can support industrial growth, strengthen water security, reduce pressure on scarce resources, and contribute to the development of a circular water economy under Saudi Vision 2030.

The Kingdom has already made significant progress. Treated water reuse has increased from to approximately 28% today, with a national target of reaching 70% by 2030. Behind this progress, there is a growing recognition that every drop of treated water has value.

In a country where water scarcity remains a long-term planning consideration, that value is significant. In 2023, around 73% of Saudi Arabia’s water supply came from non-renewable sources. At the same time, population growth, urban expansion and large-scale development projects continue to increase demand.

Every cubic meter of treated water reused can reduce the need to extract groundwater or produce energy-intensive desalinated water. This is why treated water is not viewed solely as part of wastewater management, but as part of the Kingdom’s wider water security and economic planning.

The figures reinforce this point. Based on the UN Sustainable Development Goal (SDG) Indicator 6.4.1 methodology for measuring water-use efficiency, each cubic meter of water in Saudi Arabia generates approximately SAR 99 in economic value. At a national scale, that translates into a potential contribution of around SAR 55 billion annually to the wider economy, in addition to billions of riyals in avoided water production and environmental costs.

The opportunity extends to investment and job creation. In 2024, the Saudi Irrigation Organization announced a program of 96 reuse projects worth around SAR 16 billion. Investments at this scale can expand the infrastructure needed to support future demand while creating significant direct and indirect employment opportunities.

The next challenge is integration.

Discussions about water infrastructure often focus on individual assets, such as treatment plants, pipelines or storage facilities. But value is only created when the entire system works together. Water production, transmission, wastewater collection, treatment and reuse must be planned as part of a connected ecosystem that aligns with the Kingdom’s urban, industrial and agricultural development objectives.

The same principle applies to data. The sector generates large volumes of information, creating significant opportunities to enhance integration and unlock greater value across organizations and systems.

This is where digital technologies can have a profound impact. Artificial intelligence, digital twins, GIS platforms and advanced analytics can help utilities and operators move from reactive planning to predictive planning. More importantly, they can help ensure that treated water reaches the right users, at the right quality and at the right time.

In the end, the success of treated water reuse will not be measured by treatment capacity alone. It will be measured by how effectively we connect water supply with demand, infrastructure with users, and data with decision-making.

Saudi Arabia has already established the foundations through investment, policy and institutional leadership. The opportunity now is to build on this momentum and ensure that every cubic meter of treated water is put to productive use.

Treated water will become far more than a reused resource. It will become a strategic asset that supports the Kingdom’s economic growth and long-term resilience for decades to come.
