Job Summary:
The Senior Quantity Surveyor is a senior member of the Quantity Surveying Section in the design center. He leads a team of Quantity Surveyors during all quantity surveying activities, including performing quantity take-offs, developing construction cost estimates, Bills of Quantities, conditions of construction contracts and instructions to tenderers. He supports the tender process, including the development of responses to tender queries related to Bills of Quantities and conditions of contracts, evaluation of contractors’ submissions, the preparation of tender analyses reports and the support of clients during the negotiations with contractors, as needed.
Key Responsibilities Areas and Activities Of the Role:
Ensure responsibilities are fulfilled with a high quality and in a cost effective manner Calculate upfront, high-level project cost estimates to Design Sectors and Geographies during the project sales process, as required
Support Design Sectors, Design Departments and Geography Managers in addressing tender queries submitted by contractors during tendering phase concerning conditions of contract and Bills of Quantities
Ensure client satisfaction with quantity surveying deliverables
Support clients during negotiations with contractors during the tendering phase in coordination with respective Project Managers, as needed
Analyze the design drawings and perform quantity take-off from detailed design drawings to prepare Bills of Quantities (BOQ) and determine the quantities of materials to be used during construction
Guide the contacting of suppliers to research and obtain unit rates to be used for construction cost estimates
Closely work with design teams for the preparation of project cost estimates at various design stages (e.g. concept design, schematic design, draft final design, tender documents), as needed
Conduct a unit rate and cost analysis for various design options presented by design teams for projects of high complexity, as needed
Lead the development of Bills of Quantities and ensure all key elements are included and comments from relevant design Sectors and Departments are incorporated
Coordinate with the Electrical and Mechanical Department Quantity Surveying teams for the development and incorporation of electrical and mechanical Sections of Bills of Quantities into the overall tender documents
Lead the coordination with design teams and the Specifications Engineers for the development, consolidation and incorporation of specifications (e.g. outline specifications, performance specifications, detailed specifications)
Prepare conditions of contract and instructions to tenderers as per FIDIC conditions and questionnaire replies received from clients
Lead the consolidation of the final tender documents as per project requirements
Lead the development of pre-qualification documents and the preparation of instructions to tenderers
Prepare and issue addenda during the tendering stage to address tender queries received from contractors related to Bills of Quantities
Review contractors’ bid submissions and prepare Tender Evaluation Reports and post-tender clarifications, as needed
Develop contract documents and Conditions of Contract upon awarding the project to contractor
Assess variations and evaluate claims on additional works submitted by the contractor during the supervision stage, as needed
Present cost estimation for changes in project scope of work to client through Senior Project Manager during the supervision stage, as needed
Provide support to sites by addressing questions about conditions of contracts and commercial issues, as needed
Review and evaluate interim payment application raised by the contractor during the supervision stage and conduct necessary verifications before issuing a payment certificate on behalf of the client, as needed Implement corporate policies and procedures
Qualification, Technical Skills and Competencies required to Execute this Role:
Bachelor’s Degree in Engineering
Master’s Degree in
Engineering or Business Administration is preferred
Chartered Professional Engineering certification or equivalent is preferred
In depth knowledge of quantity surveying best practices
Understanding of international engineering standards and codes
Knowledge of local engineering-related rules and regulations in the Middle East
Good communication skills
Good interpersonal skills
Proficiency in spoken and written English; Arabic is an advantage
Experience Required to execute this Role:
10+ years of experience in the Architecture, Engineering and Planning Industry in a top tier regional / multinational engineering consultancy firm, specifically in a quantity surveying role
Experience and track record in all aspects of quantity surveying
Experience within the Middle East is preferred
