In Kingdom Project Management Consultancy Services: Delivering Integrated Project Management

The Ministry of Finance (MoF) of Saudi Arabia oversees a portfolio of large-scale infrastructure and building projects across Makkah and Madinah, including high-profile developments such as the Third Expansion of the Holy Mosque and major transport stations. K&A was appointed to provide integrated Project Management Consultancy (PMC) services and to establish and operate the Project Management Office (PMO), ensuring that all third-party contractors deliver projects aligned with strategic objectives, budgets, and schedules.

Our PMC team manages the full project lifecycle, including planning, design verification, budget monitoring, schedule follow-up, and operational readiness. To support this, K&A developed front-end studies and management systems to ensure efficient and consistent project execution. The PMO defines clear project scopes, implements dynamic project management practices, energizes project teams, and makes project success the norm. In addition, we supported the MoF in transforming the O&M Department into a Facility Management Department and established the PMO within the Central Services Agency in Riyadh, aligned with the National Project Management Program.

Multi-Project PMC Coordination

Managing multiple projects across dispersed geographic locations required careful coordination of PMC units. Resistance to procedural and governance changes from contributing stakeholders threatened efficiency, while delays in the Saudization process created resource shortages. Ensuring team cohesion across culturally diverse teams, retaining key personnel, and preventing communication gaps between PMO and PMC were critical issues. Complex project scopes demanded effective cost control, while compliance with Health, Safety, and Environment (HSE) plans and National PMO (NPMO) requirements added further layers of oversight.

Holistic Project Management Delivery

Comprehensive strategies combining risk mitigation, advanced delivery methods, quality control, and digital tools to ensure project success.

  • Risk Mitigation Strategies: K&A implemented a comprehensive set of mitigation measures to manage project risks, ensuring progress and quality across all phases.
  • Fast-Track and Rolling-Wave Delivery: Innovative fast-track and rolling-wave strategies accelerated project execution while maintaining high-quality standards.
  • Design Reviews and Quality Control: Rigorous design verification processes and quality control systems ensured accuracy, compliance, and consistency throughout the project lifecycle.
  • Procurement and Resource Management: Strengthened procurement, tendering, and supply frameworks optimized the management of materials, specialized equipment, and human resources.
  • Stakeholder Engagement and Communication: Structured engagement, RACI matrices, interface committees, and communication plans overcame resistance, secured approvals, and maintained transparency.
  • Team Development and Retention: Workshops, career development programs, and targeted initiatives for Saudi talent promoted workforce stability, cohesion, and high performance.
  • Integrated Project Oversight: Advanced systems for risk, cost, time, and HSE management provided consistent monitoring and control throughout the project lifecycle.
  • Digital Tools for Project Delivery: Tools such as Oracle Primavera Suite and IBM Maximo enabled real-time project monitoring, operational planning, and enhanced project efficiency.
  • Portfolio-Wide Value Engineering: Strategic value engineering initiatives delivered multi-billion-dollar savings and optimized the return on investment across the portfolio.
