Oman Regional Spatial Strategy: Shaping a Nation’s Future
The Oman Regional Spatial Strategy (ORSS) is one of the most ambitious planning initiatives in the Middle East, designed to guide sustainable growth and balanced development across the Sultanate. Commissioned by Oman’s Supreme Council for Planning, the project provided a comprehensive framework for land use, urbanization, resource management, and economic diversification.
K&A delivered strategic planning, urban design, socioeconomic assessments, GIS and geospatial analysis, and environmental studies, ensuring the ORSS would serve as both a technical roadmap and a policy tool.
Addressing National Challenges
Oman required a strategy that could balance rapid urbanization with environmental stewardship, while also ensuring equitable development across regions. Challenges included population growth, water scarcity, fragile ecosystems, and the need to diversify beyond oil-dependent economic models.
Integrated Planning Solutions
K&A conducted detailed geospatial and socioeconomic analyses to identify development corridors, regional growth centers, and environmentally sensitive zones. Scenarios were tested using GIS-enabled modeling, and policies were created for transport, housing, industry, and environmental protection. Engagement with stakeholders across government ensured the plan aligned with national priorities and local realities.
A Framework for Balanced Development
The Oman Regional Spatial Strategy established a long-term vision that integrates urban growth with environmental and economic sustainability. It provides clear guidance for infrastructure investment, natural resource management, and policy reform, ensuring that Oman’s development is both balanced and future-ready.
